HANOVER SCHOOL BOARD

BUDGET PRESENTATION

WEDNESDAY,  JANUARY 5, 2005

7:00 P.M.,  HANOVER HIGH SCHOOL LIBRARY

MINUTES

Present:  Board members Asmus, Bruce, Carter, Chamberlin, Goodman, Pilchman, Segal;  Administrators Gersen, Aubin, Weissmann, Williams; and approximately five members of the public.

1.         CALL TO ORDER:   Chair  Segal called the meeting to order at 7:00 p.m.

2.            CHAIR'S REPORT:  Chair Segal announced that the next regular Board meeting will be                    Wednesday, January 12, 7:00 p.m., in the Hanover High School Library.  The third meeting on January 19 will be for the public hearing and budget adoption.  She announced the following dates for the annual Hanover School district Meeting:  Tuesday, March 1, 7:00 a.m. - 7:00 p.m., Richmond School Gymnasium, all day voting for Hanover District Officers and the ballot question.  Wednesday, March 9, 7:00 p.m., Bernice A. Ray School Music Room, Hanover District Meeting with voting on the budget.

Chair Segal announced that the filing period for the Hanover School District  will begin  on Wednesday, January 12, and extend through 5:00 p.m., Friday, January 21.  Filing for School District Officers can be done with either the School District Clerk, Ann Chamberlin, or at the SAU Office, 45 Lyme Road, Room 207, Hanover.  There is a $1.00 filing fee.  Positions open are: Moderator - one year, Clerk - one year, Treasurer - one year, two - three year positions for School Board (Carter, Segal), one - two year position for School Board (Bruce), and one - one year position for School Board (Goodman). Note: This was corrected to three – three year positions and one – two year

            position at a subsequent meeting.

Chair Segal announced that the Dresden School District has filing dates from Wednesday, January 12 through 5:00 p.m., Tuesday, February 1.  Filing   for School District  Officers can be done with either the School District Clerk, Deborah Carter, or at the SAU Office, 45 Lyme Road, Room 207, Hanover.  Positions open are: Moderator - one year, Clerk - one year, Treasurer - one year, and Auditor - three years. 

3.            BUSINESS REQUIRING DISCUSSION

          a)Bridgman Trust Money:  Trustee Mark Severs was in attendance and presented an overview of the Fund and investment/management; discussion followed.  Mr. Severs asked that the Board reaffirm the investment and management of the fund as a perpetual endowment.

            Nancy Carter moved and Larry pilchman seconded a motion that the Hanover Board reaffirm that the Bridgman Fund be invested and managed as a perpetual endowment.  The motion passed unanimously.

          b)Early Educator - French:  Superintendent Gersen gave the Board additional information regarding a proposal to start French in Grade one at the Ray School.

            Discussions  on this issue will be  held at a future date.

          c)      2005-06 Proposed Budget:  Assistant Superintendent of Business Aubin reviewed  the proposed 2005-06 budget.  A question and answer period followed.  Among the items covered were:  tuition for 6th graders at Richmond School; Special Education expense; enrollments; per pupil costs; the timing of the fuel tank replacement (20 years old); the impact of Federal funds on the budget; building use by outside organizations; sabbaticals; and transportation.  Revisions will be made and brought back to the Board.

          d)Draft Warrants for March District Meeting:  Warrants were not reviewed at

                  the meeting; Superintendent Gersen will send updated Warrants to the Board.

4.            ADJOURNMENT

            Nancy Carter moved and Robert Bruce seconded a motion to adjourn at 9:15 p.m.  The motion passed unanimously.

            The meeting adjourned at 9:15 p.m.
